Proportional Dues Plan

Whereas, the 1957 Biennial of the Union in Toronto adopted a Resolution amending Article XI of the By-Laws to provide that the dues of congregations to the Union shall be based upon the so-called proportional dues plan, to begin with the fiscal year of the Union, beginning July, 1958; and,

Whereas, the Chairman was instructed, and did, thereafter appoint a Commission on the proportional dues plan with instructions to implement the plan and to report to this Biennial; and

Whereas, the Chairman of the Commission has made a full report of the implementation of the plan; and,

Whereas, it is deemed essential to the welfare and progress of the Union and the College that the proportional dues plan be made universally effective;

Now, therefore, be it resolved, that the report of the Commission is hereby accepted, approved and ordered to be filed; and,

Be it further resolved, that this Biennial express its thanks to the Commission and to the many members of the Board of the Union and to the Officers of the Combined Campaign who have assisted in the implementation of the plan by guidance, counsel and personal efforts with congregations; and,

Be it further resolved, that this Biennial express its thanks and appreciation to the many Congregations who have, during this period, adopted the plan and made it effective; and,

Be it further resolved, that this Biennial express to the President, other officers, and members of the Boards of Trustees of the various congregation, its earnest desire and hope that they will personally interest themselves in the problems connected with the adopted of the proportional dues plan by their respective congregations, and that they will endeavor, to the best of their ability, with the aid of the Commission, to take such steps as may be necessary and proper to bring about the universal adoption by all the congregations in the Union of the plan within the framework of the Resolutions adopted at the Toronto 1957 Biennial; and,

Be it further resolved, that this Biennial urges upon each member congregation to promptly take such steps as may be necessary to implement the plan and to procure its adoption by all of the congregations represented in the Union.
