URJ Statement on Prime Minister Bennett’s Abandonment of the Kotel Agreement

New York, NY, January 31, 2022 - Union for Reform Judaism President Rabbi Rick Jacobs issued the following statement:

We are outraged that in an interview in Friday’s Jerusalem Post PM Naftali Bennett declared his government is no longer committed to implementing the Kotel agreement. He claimed there are some in his coalition who are not supportive of implementing the agreement that was painstakingly negotiated by a group of key Israeli and Diaspora Jewish leaders who spent countless hours over several years hammering out a compromise. Among those negotiators were Natan Sharansky, Attorney-General Avichai Mandelblit (cabinet secretary under then-prime minister Benjamin Netanyahu), leaders of the Reform and Conservative (Masorti) movements, the Women of the Wall (WOW) and the Jewish Federations of North America. In the interview, PM Bennett says “We will only act with consensus…”, but the truth is there is broad support in his coalition to finally move forward on this long delayed and eminently fair compromise.

In the meantime, there has been an aggressive public campaign by the ultra-Orthodox to demonize Reform and Conservative Jews and misrepresent the Kotel agreement, egged on by now opposition leader Netanyahu in his desperate efforts to cause the broadly representative Israeli government coalition to collapse.

We are supportive of so much of the spirit and actions of this new government and admire the way many political parties have come together to meet the challenges and opportunities facing Israel to advance a more secure, tolerant and diverse Israel. Giving in to this pressure will exacerbate divisions in Israel, risks intensifying the alienation of Diaspora non-Orthodox Jews and will only embolden and empower those anti-democratic, anti-religious equality forces -- both in their antagonistic vitriol and actions against non-Orthodox Jews and in their use of such pressure tactics to pursue other alterations in the coalition’s decisions.

But let us remember this: The Kotel compromise is good for everyone. The Orthodox will have sole control over the long-standing prayer space in the northern Kotel plaza that they cherish. For the first time, the non-Orthodox will have a dignified space where we can pray without fear of attacks and the WOW will have the ability to pray with freedom and protection.

Modest physical upgrades promised by the prime minister are welcomed but they will not suffice. The entire Jewish people deserve to have a place at that holy site where they can feel at home and where their access and freedom are protected.

This is a moment that requires courageous leadership from the politicians of Israel. Consensus is a noble commitment, but unanimity is unattainable. It was six years ago today on January 31, 2016 that the Kotel agreement was approved 15-5 by the previous Israeli government. On this anniversary we call on Prime Minister Bennett to act upon the spirit of this government and to implement the Kotel agreement. In a time of intensifying political and religious polarization, such bold action would long be remembered as a Solomonic solution, teaching all Jews the power of compromise and unity.
